Jose Mourinho says
Manchester United are relying on Romelu Lukaku to keep shouldering the
goal-scoring burden until Zlatan Ibrahimovic returns to fitness.
The Belgian striker has been in red-hot form for United, scoring
10 times in nine appearances, while playing 90 minutes in each of those
matches.
The 24-year-old's only rest came during United’s 4-1 Carabao
Cup win over Burton Albion, and Mourinho says he will continue to lean heavily
on Lukaku until Ibrahimovic works his way back from a serious knee injury.
"So until the moment we have Zlatan, we cannot think about
giving rest to our number nine the same way we give in other positions."
Lukaku faced a huge weight of expectation after completing his
£90m move from Everton to United but, despite increased scrutiny on his
performances, he has fitted in seamlessly at Old Trafford.
Mourinho refused to take
credit for Lukaku's blistering start, instead insisting it is the result of
hard work and steady, gradual improvement since he arrived in the Premier
League as an 18-year-old in 2011.
"Every step in his career, he grabbed it with both hands,
since his first loan to West Bromwich Albion," Mourinho added. "He
grabbed that opportunity with both hands, fighting for his evolution.
"He was very strong in his desire to be playing in a team
with other objectives now and with Champions League football. It was always his
dream to come to this level.
"So it is a global evolution. It wouldn't be fair if I didn't
say that every step in his career with different managers, different players
and different teams is not contributing to what he is now.
"Of course now, Manchester United is a different level of expectation
and he is coping well."

Zubeiry Katwila is enjoying his place in the
sun as coach of Mtibwa Sugar, but the modest tactician still believes it is too
early for the club’s fans to start fantasizing about the championship.
Katwila has dismissed suggestions that the Mainland Premier League
is a two-horse race between the Morogoro-based side and Azam FC.
Mtibwa, a good team in almost all seasons, remain unruffled at the
summit of the log following a rich vein of form since the start of the 2017/16
Mainland Premier League season.
They have garnered 10 points from four matches and ooze experience
in the shape of midfielder Shaaban Nditi, defender Issa Rashid, striker Kissant
Khamis and Stamili Mbonde.
Mbonde was on target on Sunday when, for the first time since the
start of the season, they dropped two points after they battled to a 1-1 draw
with hosts Ruvu Shooting in Coast Region.
However, as the top-fight rolls into the fifth round this weekend,
Katwila has decided to remain grounded in morale. “We have just played four
matches out of 30. Yes, the team is doing well and we are on top of the log,
but to me it’s still too early to even think of the title,” says the Morogoro
side coach.
“I would rather keep telling my boys to take every game as it comes
then we will see. It’s never over until the last game of the league,” he
insists.
Azam FC assistant coach Idd Cheche, whose side squeezed a 1-0 win
over Lipuli FC at the Chamazi Complex on Sunday night, has similar views.
“We are in a competition with other teams and they also want to
beat us, so we are not talking of title as yet,” he says.
Second-placed Azam tie on 10 points with pace setters Mtibwa, but
they are behind on goal difference.
Newly promoted Singida United, who are under the tutelage of former
Young Africans head coach, Hans van Pluijm, sit third with nine points after
four outings.
Singida United have quality in both the technical department and
the players, and if they apply themselves to their full potential, just like
they are doing, then they are capable of making their presence felt in the
elite league.
Mainland giants Simba, who fluffed the chance to bounce back to the
top of the 16-team league table after dropping two vital points in their
two-all draw with Mbao FC in Mwanza last week, sit fourth with eight points.
But the Msimbazi Reds assistant coach, Jackson Mayanja, still believes they
have what it takes wrest back the top spot from Mtibwa.
“We do not want to prove anything to anyone and our job as coaches
is to motivate the players to do their best and enjoy themselves in the
campaign,” he says.
Fifth-placed Tanzania Prisons and defending champions Yanga also
have eight points each, but they are adrift of Simba on goal difference. Like
Mtibwa, Azam FC, Singida United, Simba and Prisons, title-holders Yanga also
have yet to taste defeat in the campaign.
Lipuli FC coach Amri Said, whose side lost 1-0 to Azam on Sunday
night, has laughed off suggestions that he is under pressure following the
Iringa-based team’s dismal performance in the league.
“We were playing very well even in the games we failed to collect
maximum points, we have good players who only need confidence to perform at the
highest level,” he says.

Kenyan Chief
Justice David Maraga is in Tanzania for a four-day Commonwealth Magistrates and
Judges Association (CMJA) Conference, which is being held at the Bank of
Tanzania Conference Centre in the city.
Justice Maraga
led a team of Kenya’s Supreme Court judges to nullify President Uhuru
Kenyatta’s this year presidential victory. His introduction by Chief Justice of
Tanzania, Prof Ibrahim Juma, at the conference was greeted by thunderous cheers
from other judicial officers attending the conference.
“I must also
make special mention of Chief Justice of Kenya, Justice David Kenani Maraga,
who has made it to this conference. This is after spending over 11 hours on
September 20, 2017 to deliver landmark majority and minority decisions of the
Supreme Court of Kenya. We are deeply honoured by your presence, Mr David
Maraga,” Prof Juma said when he introduced him to other participants.
Serving as a
High Court judge before he was promoted to the Court of Appeal and lately as
Kenyan Chief Justice, Maraga had a good record and is regarded as one of the
foremost authorities on electoral law, a subject on which he has also done some
writing. It is also an area in which none of his decisions has ever been
overturned on appeal. He became Chief Justice of Kenya after the retirement of
memorable Willy Mutunga, the first Chief Justice selected by the Judicial
Service Commission, as required by the country’s new Constitution, 2010.
This year’s CMJA
conference theme “Building an Effective, Accountable and Inclusive Judiciary,”
has brought a number of judicial officers mainly Chief Justices, magistrates
and judges from Commonwealth countries to share their experience and
initiatives. The conference will close on Thursday.
Speaking during
the opening ceremony of the CMJA conference yesterday, Vice President of United
Republic of Tanzania Samia Hassan said African developing countries’ judiciary
like Tanzania’s was inadequately funded, as a result there was ineffective
performance of judicial functions.
Ms Hassan was
the guest of honor at this year’s CMJA conference taking place in Dar es
Salaam. This is the second time, the CMJA conference is being held in Africa.
“A shortage of
budget allocations or incompetence among the magistrates and judges is still a
key challenge facing the judiciary, which results in delays of cases in
developing countries like Tanzania,” she noted.
She added:
“Inadequate budget allocations in most developing countries deny the judiciary
capacity to effectively and efficiently perform professional duties.”
However, Ms
Hassan assured the judicial officers of the government’s commitment to
supporting the judiciary in Tanzania to ensure it was free from corruption. She
also assured them of government’s adherence to the rule of law.
Ms Hassan noted
that the government of Tanzania in collaboration with the judiciary of Tanzania
had embarked on the establishment and implementation of initiatives (strategic
plans) to enable the judiciary to become more effective, efficient and
accountable in the fight against corruption and case delays.
“Resolutions
that will be generated as result of this conference will help improve the
judiciary capacity in our countries,” she explained.
For his part,
Tanzanian Chief Justice, Prof Juma, said he was optimistic that a four-day CMJA
conference would give magistrates and judges an opportunity to share their
experience and initiatives on the development of judiciary capacity in their
respective countries.
“In Tanzania, the
judiciary has embarked on a strategic plan to make it more effective, efficient
and accountable,” he noted.

League season, Manchester City and Manchester United have identical records -
same points, same goals scored and same goals conceded.

to be top of the table…
Man City lead the way only by virtue of their name, which
comes before Manchester United in the alphabet.

However, although alphabetical order is sufficient to separate two
sides now, it would not be used if City and United were in the same position at
the end of the season.
Instead, there would be an
extra game to decide who won the title, as there would be if two or more teams
facing relegation had identical records.
The Premier League
rules state: "If at the end of the season
either the league champions or the clubs to be relegated or the question of
qualification for other competitions cannot be determined because two or more
clubs are equal on points, goal difference and goals scored, the clubs
concerned shall play off one or more deciding league matches on neutral grounds,
the format, timing and venue of which shall be determined by the board."
Of
course, the chances of City and United finishing the season with identical
records is extremely slim.
While it often happens early in the season, this is only the
second time it has occurred outside of August in the Premier League.
The other instance was in January 2015 when Chelsea and
Manchester City were level after 20 games; both with 46 points, 44 goals scored
and 19 goals conceded. at the end City could not keep pace with Chelsea
over the second half of the season as Jose Mourinho's side won the title by an
eight-point margin.
